Joint statement from Cherwell District Council and South Northamptonshire Council

The Local Government Review in Northamptonshire has required the Leader and the administration of Cherwell District Council (CDC) to reflect upon its future and consider what is best for its residents.

As a result, they are minded to formally end their successful partnership with South Northamptonshire Council (SNC), and are looking at future options that will best suit the interests of its residents.

Councillor Barry Wood, the Leader of CDC, said: "The knock-on effect of the situation at Northamptonshire County Council sadly has led us to have to consider terminating our current successful relationship with SNC. At present we are considering shared service arrangements under a joint Chief Executive with Oxfordshire County Council (OCC) in which both organisations would retain separate councillor bodies, budgets and decision-making processes. In line with our ethos we will consider all partnerships that fit with our culture. In short, we do not and will not, operate a 'one size fits all policy' – but take individual decisions based on customer need and evidence."

Councillor Ian McCord, Leader of SNC, said: "We have had an excellent working relationship with CDC that has led to impressive savings over a number of years, and it is unfortunate that external events have led to this situation being forced upon us. We fully understand that circumstances in Northamptonshire have completely changed the landscape. CDC have had to consider their options, and our separation is totally amicable."

Joint working arrangements between CDC and OCC would need to be formally agreed under what is known as a Section 113 agreement, and this decision will be taken by the Cabinet of OCC on 4 June before being considered by CDC.
